In exchange server for mails that are not delivered exchange sends a non delivery report (ndr)to the user. The undelivered message accumulates in the queue.
Additionally you can specify who recivies copies of the ndr Administrative Groups>First Administrative Group> Servers>servername>Protocols> SMTP> Default SMTP Virtual Server properties>Messages tab> Send copy of non-delivery report to.
