At Q70) Egress Blocking?

Here's another question I can't find reference to:

AT Question 70 Reads:

Which of the following will cause Egress Blocking?
A. Packet flooding.

E. Excessive data fragmentation.


AT/TK says the answer is: "C"

If they are talking about policing I can see where they're going. However, I'm leaning towards "A" because on FrameRelay our carrier can drop our traffic if we try to send traffic out that is above our Committed Information Rate (CIR).

Any thoughts?
