Local Machine web content zone

Help others: Review your books and training products here | | I'm struggling to understand the Local Machine and Locked Down Local Machine zones in Internet Explorer's security settings. The MS Press book is being kind of vague for my taste, and web resources just haven't completely let the idea click in my head. I guess the Local Machine zone was very insecure until SP2, but after SP2 is more restrictive than the Internet zone. And Locked down local machine zone doesn't override the local machine zone, but the user is prompted if the two are inconsistent with each other. Is that right?
Was the locked down local machine zone available before SP2?
How can I edit these zones?
